Process

Day One:
You will be assigned one of the Directorates of the US Department of Homeland Security. In order to be an expert of your directorate you need to answer the following questions. Using Microsoft Word type your responses using the school's standard essay format. The essay should not exceed one page in length.

- What is the first priority of your directorate?
- How does your directorate hope to achieve its first priority?
- What are some other functions of your directorate?
- Does your directorate have partnerships with other directorates?
- If so what are those partnerships?
- Which immediate threats to National Security are important to your directorate?

This is due at the beginning of class tomorrow.

Day Two:
After submitting the homework from day one, you and the other members of your directorate will meet to further outline your directorate's goals and objectives. Your group will create an outline of your directorate and submit it to the Secretary by the end of class today. Your group needs to reach a consensus upon your outline, and it needs to use the outline format in Microsoft Word.

Day Three:
Today you need to identify five areas of critical concern for which your directorate is responsible and estimate the costs associated with protecting those critical concerns. The following web sites are resources that you can use for your research. You may also use google to find additional resources. This assignment is due at the beginning of the next class period.

Day Four:
After submitting your assignment, you will be placed into a subcommittee of experts from the other directorates. The goal of this subcommittee is to decide how the group will spend this additional one billion dollars. Follow the principles of reaching a consensus and record the group's specific reasons for these decisions. Also provide a detailed account of how the money will be distributed by using a Microsoft Excel spreadsheet and graphs.

Day Five:
You will continue with your assignment from day four in order to reach consensus. Your group must reach consensus before moving on to the next assignment which is Day Six.

Day Six:
You should have agreed upon how you are going to spend this additional one billion dollars and why your group has decided to choose these particular areas of concern. Now it is time for you to write your report to the Secretary. This is an individual project, but the first part of your project should be very familiar because you are stating the group's proposal. Use the following outline to create an addressed report to the Secretary of Homeland Security.

I. Outline of Group Proposal.

II. Explanation of how this proposal assists and/or hinders your directorates goals.

III. Additional Improvements to Proposal that explain how you would change the group's proposal so that your directorate's goals can be accomplished yet still meet the needs of the other directorates.

Requirements: The written portion of this proposal should be addressed to the Secretary and have three clearly labeled paragraphs. This proposal can not exceed one page. Also include only one spreadsheet and one graph from Microsoft Excel.
